D’Annunzio & Sons, Inc., has been contracted by PCL Construction Services, Inc., to complete three separate projects as part of the American Dream Meadowlands Project in East Rutherford, New Jersey. This work is part of the construction for the new indoor Amusement Park and the new indoor Water Park. Both of these two new major additions are being added to the former Xanadu shopping mall. These new structures are being built over a former landfill which was started in a swamp adjacent to the New Jersey Turnpike. The overall value of the three contracts is approximately $65,000,000.
The work consisted of the construction of a new Ring Road built on a pile-supported relieving platform, the Connector Roadway infrastructure that will be used to connect the MetLife Stadium roads and parking facility to the roadway network, and the Earthwork Contract for the new foundations and surface drainage systems at the site.
The Ring Road contract included construction of a Column Supported Embankment Structure (CSES) as a peripheral roadway around the new buildings. The scope within this contract included all of the new site utilities within the roadway itself. Additionally, our work included the construction of new concrete headwalls for an existing 96” diameter culvert that crosses under the New Jersey Turnpike, as well as temporary sheeting to support the Turnpike embankment.
The CSES scope of work included approximately 80,000 cubic yards of excavation of the former landfill materials and swamp materials in order to construct a Load Transfer Platform (LTP). The LTP is supported by auger-cast concrete piles and columns he Ring Road embankment and the associated utilities, to eliminate any long term settlement concerns. Also included in the Ring Road contract was approximately 50,000 sf of retaining walls, a sanitary sewer pump station, and the final roadway pavement.

The Connector Roadway Contract involved constructing pile supported concrete foundations, columns and walls to support the superstructure that connects the new Amusement and Water Parks to the existing Mall Structure and the structural concrete work. This portion of the project included the lowering and total reconstruction of an existing access roadway, including replacing all of the utilities. The major items of work included approximately 6,000 cubic yards of structural concrete, 1,200,000 pounds of rebar and 40,000 cubic yards of excavation.
The Connector Road Contract was “schedule critical” since the work had to be performed between the major events being held at MetLife Stadium, and in accordance with the requirements of the New Jersey Sports and Exposition Authority. Due to the accelerated construction schedule, work was performed on weekends and at times in excess of 12 hour per day shifts.
The Earthwork contract included all of the foundation excavation and backfill for the new Amusement and Water Park buildings. This work included approximately 95,000 cubic yards of excavation and 30,000 cubic yards of backfill. Since the site of this new building was a former landfill and swamp, there was a substantial amount of excess and unsuitable contaminated and hazardous soils to be disposed of off-site. Overall, the off-site disposal included approximately 220,000 tons of contaminated soil and approximately 7,000 tons of PCB hazardous soil.
